CDF & M Insurance Consulting Services is led by Frank J. Rebholz III, CPCU with more than 29 years in the industry, Frank leads a team of dedicated professionals, all demonstrating their passion for serving their client’s needs with the priority of “the client comes first”. Frank has a bachelor’s degree from Drake University with majors in accounting and insurance. He also has a Master of Strategic Studies from the United States Army War College.
With over 30 years of concurrent experience in the United States Army and Army Reserves, he retired from the service as a COLONEL in June 2012. His experience includes various specialty areas involving finance, personnel management, engineering, transportation, and infantry. He has held various leadership positions at each rank and in two different Brigade Commands with the last one comprised of over 800 personnel in 5 battalions located in 6 different states. His final position was as a facilitator/instructor at the United States Army War College located in Carlisle, PA.

We explain the unfamiliar and work with your leadership team to develop an executive risk program for your financial institution. We help you to make the right decision to ensure your institution has considered all the appropriate variables that could possibly affect the profitability of your financial institution.
Insurance Consulting Program:
As a consultant, we have a history of providing consultation and analysis of insurance programs for financial institutions. We consult for several financial institutions which enables us to provide sufficient input into your risk management program that meets the fiduciary responsibility placed upon the board, especially given the uncertainty of the financial environment and given the critical areas of a financial institution’s executive risk management program. This includes the Directors and Officers Liability Policy and the Financial Institution Bond.
Once contracted, we facilitate a strategic discussion with the leadership team of the financial institution (generally the President, Chairman of the Board, and CFO), to determine what type of program is required and appropriate, given various parameters.
The analysis encompasses the following for the financial institution:
- Determine status of current position versus your strategic vision.
- Utilize benchmarking as a minimum validation of coverages and limits for the leadership team.
- Conduct a comparison of the existing program to determine if the coverages meet the requirements established by the leadership team.
- Conduct a comparison to identify areas that may be over-insured or under-insured based on the requirements established by the leadership team.
- Identify additional products and coverages that may be beneficial to the financial institution based on the input from the leadership team.
- Present the findings to the leadership team of the financial institution along with recommendations.
- On-going consultation as negotiated for implementation and sustainment.
